(a) it helps to lessen public disquiet
if the Committee of Review is empowered
to look at each case automatically at
fixed intervals, say, every three
months;
(b) the appointment of a visiting committee
was found to be very useful in Aden,
particularly in countering allegations
of ill-treatment. The committee in
Aden consisted of a Senior Government
Meeical Officer, a local clergyman and a
respected "non-political" local person;
(c) the provision of a proper diet scale; its
existence should be publicly known;
(a) the formation of very clear rules regarding
the work to be done by detainees and the
extent to which they can be compelled to
work; they should in fact be required only
to clean out their rooms.

you no doubt have entirely satisfactory existing
arrangements.
Experience has shown that these are
matters on which Ministers tend to be questioned and
they must therefore be in a position to answer. We
would be grateful therefore for information on your
existing arrangements and, where none exist, what
would
arrangements you/propose to make.
