We are hoping to be able to give you clearance on this very quickly but it would help if you could let us have further information on following points:-

(a)
of the persons in question, is it now established that some are British subjects?
(b) Could you elaborate on objections at putting
the aliens among them before existing detention tribunals? Are they security objections?
(c) What would be composition of Committees of
Review under Regulation 31?
If, however, there are any British subjects involved and you cannot defer action proposed in your paragraph 3
pending clarification of above points, then you have authority to introduce Regulations at once.
