We have in mind about a dozen such persons, none of whom belong to any C.P.G. organisation (N.C.Ñ.A,
They Bank of China, etc.) or the semi-official press. include some members of the 17-member All Circles Anti- Persecution Struggle Committee, representative of groups such as the Motor Transport Workers' Union, Communist schools, and the Federation of Trade Unions.
6. There are now 20 persons (including two members of the A.C.A.P.S.C.) held under the deportation and detention legislation and when the proposals in paragraphs 4 and 5 above are carried out the number will increase to between 30 and 40.
I am afraid there is no alternative to the use of detention powers in present circumstances,
