a. It was not possible to deport the ring-leaders as the Communist People's Government would not accept them at the border and as there was nowhere else to send them it was better that we did not take deportation action. Furthermore if we were to try to deport the local ring-leaders we would be escalating the situation and the Communists could react more strongly against us.

Summing up, SIR RICHARD HULL:

(1) Thanked the Governor for giving them his views on the problems of Hong Kong, assured him that they would take note of what he had said and wished him every success in his most difficult task.

Instructed the Secretary to send a signal (3) to the Commander-in-Chief, Far East, as in a. above.
