SECRET

11 December, 1967

Addressed to C.0. telegram No. 1854 of 11 December. Repeated for information to:

Singapore Canberra.

Washington

For Commonwealth Office and Cabinet Office for JIC.

Following from LIC.

Weekly assessment of the situation as at 11 December, 0600 hours follows in two parts (Part 1 only for Canberra).

Part 1.

The principal features of the Communist confrontation during this period have been:-

(a)

a further decrease in the use of true bombs with continued selectivity in the choice of targets. 23 genuine, of which 3 exploded, and 230 'hoax' bombs came to notice. A small bomb was thrown into a police station compound and a 'booby trap device' damaged a car in which a magistrate was leaving his home. Another explosion damaged a rediffusion sub-station. No injuries were caused by these incidents.

(b) An attack on two beat duty constables by two males, one of

whom was armed. One constable was shot dead by his assailant who then stole his revolver and made good his escape. The second assailant was shot by the constable he attacked and is now detained in hospital.

(c) Further 'denunciation' meetings held in all leading Communist

schools condemning the closure of Chung Wah School.

On

6 December, leading Communist schools stopped lessons for the

Students of day in protest against Government persecution.

the Chung Wah School will resume lessons on the premises of three other Communist schools on 11 December.

(d) Further 'study group' meetings at many Communist Unions

during which Government continued to be the target of criticism on the subjects of devaluation and salinity of the water supply.

(e) The continued daily incidents at Sha Tau Kok in which youths

in Chinese territory threw stones and occasionally fired air gun pellets at the military post in British territory. No injuries or damage were caused. Wanted men from Sha Tau Kok (BT) have appeared daily on CT encouraging stone throwers. CCA has made no attempt to curtail these minor incidents but on one occasion four soldiers dispersed a gathering of 25 males on CT near the border. Work recommenced on the removal of the secondary fence and the repair of the primary fence without further incident.
