Weekly assessment as at 180600.

Main features were:-

(a) Further decrease in bombs (18 real and 83 hoax).

(b) Continued political indoctrination and anti-Government activities in main Communist schools. 240 out of 300 pupils from the Chung Wah School now attending lessons in three other Communist schools.

(c) Emphasis in Union meetings placed on encouraging other workers to join Communist stoppages and to claim increases. Salinity of water and devaluation still major interests.

(a) Communist Press continues to ignore bomb incidents and there has been no encouragement of acts of violence. Salinity and devaluation have been the main topics.

(e) Border area has remained quiet with one stone throwing incident in Sha Tau Kok and a short political indoctrination meeting by C.T. farmers inside B.T. at Man Kam To. Work on the primary and secondary fences continued without interference.

2. The police have charged the man wounded in the New Territories shooting incident (my telegram 661 paragraph 1(b) refers) with murder and have identified the other attacker. Five other men are being detained for questioning. The group responsible for this incident was also involved in a previous seizure of a revolver from a policeman in the N.T. Another bomb planting group in N.T. has been identified.

30 It is clear that the Communist Labour Movement intends to exploit devaluation by initiating wage claims, but Union organisation and support both need strengthening before this plan can be put fully into effect. All but one of the main Communist teachers are still in China, The fact that the Communist Press has continued to ignore bomb incidents may possibly be discouraging the local militants, thus contributing to the marked decrease in the number of incidents.
