Every effort should be made to harness the potential of the private citizen in reporting terrorist activities. A publicity campaign aimed at the law-abiding citizen is one method. The effect of the terrorist campaign, civic duty and the rewards available are points which should be included. Pressure on known triad characters, gambling schools, etc., is also likely to produce results; it is difficult to imagine that the under- world telegraph cannot produce anything of value.

In short, every means within the law and on the fringes can and must be used to bring the situation under control.

The Bomb Investigation Unit

A number of internal problems have arisen in the operation and administration of the Bomb Investigation Unit, but these are largely teething troubles and can be solved. In any event, it is too early to assess the effectiveness of the unit in its present form. Provided that officers of the unit can devote themselves to their main task as recommended above and do not become burdened with extraneous duties, the present structure is adequate, at least, for the time being. It should be possible to assess the structure further and to make any recommendation for changes after a trial period of 1 month in the light of prevailing circumstances.
