The upsurge of violence starting 13 October appears to have been timed to coincide with the arrival of Lord Shepherd. The incidents indicate a greater degree of coordination than has been apparent in previous activities of this nature. aim of local Communists may be to show representatives of Her Majesty's Government first hand that they are far from beaten and have no intention of abandoning the struggle. Communist Press of 14 October is still advocating violence against Government.

The C.P.G. commercial circles, on the one hand, appear to be seeking a return to pre-confrontation trading levels; on the other, in the labour sphere, militants prompted by the Press appear determined to pursue their attacks on the Government.
