I enclose copies of a concerted series of articles from last Sunday's Washington Fost on the general theme of Eritain's problems in her remaining dependent territories. There are spare copies of this letter and enclosures for you to pass on to the Departments concerned.
2. As you will mee, two of the four articles ure reprints from The Observer. Lary Stern is the City
ditor of the Washington Post and not really a forei n affaire man at all. The only genuine Washington Post contribution from a person who might be said to be writing in his own field is the article about liong Kong by Stanley Karnow. The timing and reason for this series of articles is therefore a little difficult to fathom; the timing may be purely fortuitous and the series may have been put together by Larry Stern as a good gimmick during the "silly season",
3. while the general tone of the articles is not basically unfriendly, and in general it is not unwelcome to see so much attention paid to what Britain is doing in the world as a whole, there are one or two unpleasant points.
