Mr. Derrick Cowan of Cowan, De Groot asked to see the Secretary of State to give him his views on our relations with China, more particularly how we could persuade them to help us to settle the present dis- turbances in Hong Kong. Mr. Rodgers agreed to see him and I attach a self-explanatory record of their interview.
I am sending a copy of this letter to Anthony Elliott in Hong Kong and Bunny Carter at the Commonwealth Office.
