Hong Kong Confrontation.
We are wondering whether it would have a salutary effect on local Communist food importers to announce publicly at this juncture that the Government is taking the precautionary measures to ensure that necessary food supplies will be available from alternative sources if required. We realise that the importers have little reason to fear that they will lose their trade since they will always remain in the position of being able to undercut supplies from other outside sources but such an announce- ment might, if it serves no other purpose, help to maintain public confidence.
2. If you are taking any measures to sound alterna- tive sources of supply, please let us know if you think there are any representations which we might usefully make at governmental level in support.
