Addressed to Foreign Office telegram No. 825 of 5 July. Repeated for information to Hong Kong (Priority), POLAD Singapore and Washington.

Page four of People's Daily of 5 July carries editorial on Hong Kong... Summary follows:

2. The strike which began on 24 June and in which half a million workers took part badly shook Hong Kong authorities and demonstrated the power of the workers. The revolutionary mass movement is continuing to develop in the face of British oppression. British imperialism will be finished before very long.

3.

و

The present task of Hong Kong compatriots is to press on resolutely with the struggle to win a great victory. To do this they must launch the masses and, with the working-class as the nucleus unite with everyone possible in Hong Kong. British imperialism is the enemy of our four million compatriots and of the Chinese people. All patriotic Chinese should unite under Mao's anti-imperialist banner.

4.

*

Great majority of the four million Chinese are patriotic and have been greatly stimulated by the achievements of the Mother and, especially by the cultural revolution. Hong Kong workers should work for unity among all patriots. "Even if there are those who still cannot at present enter into the struggle against British persecution, as long as they are not traitors, one should work with them and unite with them"

5. Strike action is at present main battlefield against British" but traders, students, intellectuals and all patriots should use various forms of struggle against them. The objects of our struggle in Hong Kong are a handful of British imperialists and a very small handful of National renegades. Those who are doing bad things for the enemy will have to atone for their crimes. We must seriously warn these people that the debts of blood will be settled.

6. With the resolute support of 700 million Chinese the Hong Kong compatriots are mobilising and uniting. "If the enemy does not surrender then the mighty tide of the anti imperialist revolutionary mass struggle in Hong Kong will overwhelm and drown him".

7. Accompanying article reports that in the four day strike of Hong Kong shops and traders beginning on 29 June over 100,000 workers took part and the strike was a severe blow to the Hong Kong authorities.
