Addressed to Hong Kong telegram No. 11 of 15 July. Repeated for information to: Foreign Office

Your telegram No. M.461:

Cuban Journalist

Cuban reporting on Hong Kong, as is to be expected on any lonial situation, is unfavourable to us. But little space has been given to the subject, partly no doubt because the Chinese have been in bad odour here for some time and the Cubans may wish to avoid seeming to take their part. It is difficult to assess how far Prensa Latina is responsible for the tone as it is a news agency and the Press generally uses its material in conjunction with that from other agencies. However, a recent article by Ortega himself was equally unfavourable to us and laid emphasis on the "cruel exploitation" of cheap labour and the disgust of the population at the facilities offered to American servicemen from the Sixth Fleet and Viet Nam.

Foreign Office pass Hong Kong 11.
