Hong Kong Disturbances.

To assist me in deciding on the counter-action that can prudently be taken from time to time against the local Communist apparatus, it is of the greatest importance that I should have available the best assessment that can be made of current Chinese attitudes and likely trends of policy towards Hong Kong. I am concerned in particular to assess the likelihood of more direct intervention (including physical intervention) by the C.P.G. if there were to be further disorders here (perhaps as a result of reactions to the firmer measures on our part envisaged in my telegram under reference).

I should very much welcome early views from Peking in particular; and also the next JIC assessment. Could the Americans also be approached for their views?
