Addressed to Foreign Office telegram No. 623 of 2 June. Repeated for information to Washington, POLAD Singapore and Governor Hong Kong.

People's Daily of 2 June carries NCNA article from Hong Kong dated 31 May claiming that Chinese arrested in the incident of 22 May have continued whilst in prison to struggle against police "fascist persecution" and have been inspired to do so by the thoughts of Mao. Article claims those arrested have been badly beaten up and kicked and that those who carried books of Mao's quotations received "still more savage floggings". It is alleged that some prisoners were tied in sacks before being beaten to "prevent the victims from identifying their tormentors". Article (in NCNA of 1 June) is accompanied by a photograph of Chinese reading quotations from Mao in front of Government House Hong Kong.
