The chief danger is that because of factors at paragraph 3(a) and (b) above the C.P.G. may find that the situation in Hong Kong has got so far out of control that they are forced to intervene physically willy nilly.

I hesitate to offer any advice from here but it would seem to follow from the above that any further measures taken on your part should be taken quietly and piece-meal in order to provide the minimum purchase at any one moment for extremists here or in Hong Kong to insist on violent reaction.
