These Regulations have as their object the prevention of the public display of posters containing inflammatory matter', which may be briefly described as posters displaying material which contain any incitement to violence and law-breaking, any attempt to spread disaffection and to undermine the loyalty of the police force and the public service, or any attempt to stir up ill-will in the community.
An 'inflammatory poster' is any poster or any photograph or reproduction of any photograph, whether or not accompanied by any written or printed matter, or any banner or similar device which is or contains inflammatory matter in any form, shape or manner whatsoever.
The Regulations are not directed against the expression of any thought or opinion which is not 'inflammatory'."
