disengage from a policy of all-out confrontation. Caution was therefore required, but we must leave it to the Governor to
decide whether in the local circumstances he considered it
essential to take action.
I submit for conson a draft telegram to Hong Kong which is
based on the discussions with the Foreign Office. I am, however,
sending a copy to Mr. de la Mare in case he has any amendments to
propose.
