Disturbances.

I have now had the opportunity of seeing the text of a letter from the Institute of London Underwriters to the Hong Kong Association concerning the Association's protest at the recent increases in insurance rates. It says in part "The Committee are concerned with the S.R. and C.C. situation prevailing in Hong Kong which, in their view, appears likely to deteriorate and as the rates apply to seven-day sailings it has to be remembered that inward cargoes would not be arriving at Hong Kong in many instances for some weeks.' "

2. You will appreciate how very damaging this sort of thing is to my efforts to restore confidence in Hong Kong and I shall be grateful if you would, as a matter of urgency, have this question taken up with the Institute with a view to getting this situation into its proper perspective.
