My immediate thoughts on the handling of the attached correspondence are that:

(a) Mr. Blaker should be sent early a further interim
reply saying that the Commonwealth Secretary is consulting the Governor about his suggestion of an Ombudsman and will write as soon as the Governor's views are received:
(b) the correspondence should be copied to the
Governor under a savingram asking for early views and recommendations for reply.
But I think that first we ought to see what papers we have got. Three years ago the Hong Kong Government deputed an officer (Mr. Primrose) to assemble information about the Ombudsman concept; during his leave here
Mr. Primrose had discussions with the Home Office and the Office of the Council of Tribunals. We should have some papers on this. When they are found we might discuss.
