Proposed appointment of Ombudsman
Copies are attached of a letter, with its enclosure, addressed to the Secretary of State by Mr. Peter Blaker, M.P. about the appointment of an Ombudsman in Hong Kong. Grateful for your early comments so that a reply can be made to Mr. Blaker as quickly as possible.

In your address to the Legislative Council on 25th February, 1965, when referring to the establishment of the UMELCO office, you made certain observations on the appointment of an Ombudsman. It would be helpful to know whether you have given any further consideration to the matter in the light of the way UMELCO has functioned since that time and of your study of the United Kingdom legislation for the appointment of a Parliamentary Commissioner (our savingram No. 539 of 14th March, 1966 refers).
