I thought that it would be better to keep the subject of Emergency Regulations, which is secret matter, in one letter and to write to you separately about the other matters that I would like to mention while I am on leave.
I expect to be back about the middle of July but want to have a few days off first. I wonder whether I could come and see you on Friday, the 26th July, or failing that, one day in the week beginning Monday, the 29th July?
Apart from the subject of detention orders, I should, if possible, like to have a word with somebody about
(a) our drafts of a possible revision of Colonial Regulations and
our disciplinary procedure;
(b) possible amendments to our Public Order Ordinance.
We are actively considering the possibility of introducing a Commissioner for Administration, whose duties would be somewhat similar to those of the English Parliamentary Commissioner, though we think that the New Zealand model is in some respects a better one to follow. I would be grateful if you could ask somebody in your office if they could approach the Parliamentary Commissioner's Office and ask whether somebody in that office would be prepared to see me during the week begining the 29th July, 1968, so that I could have the opportunity to discuss with him some of the practical problems which the Parliamentary Commissioner has had to face in carrying out his work.
