Dear Heath,
Since he returned here from his recent visit to
Britain Brook Bernacchi of the Urban Council has been making various statements about what he claims Lord Shepherd told him in London. For example, he is reported as having said that Lord Shepherd is in favour of an Ombudsman ("Commissioner for Administration") in Hong Kong. It would be helpful to know what Lord Shepherd did in fact say to Bernacchi and I would be grateful if you could send a copy of any interview note which may have been made at the time, as you were kind enough to do in the case of de Basto's interview with the Minister.
