MR. CARTER

THE GOVERNORSHIP OF HONG KONG

Mr. Halls, the Prime Minister's Principal

Private Secretary, has now replied to my letter

of 21 June in which I conveyed the Commonwealth

Secretary's recommendation that Sir David Trench's

term of office should be extended for one year,

i.e., until April 1970.

Mr. Halls says that the Prime Minister is

content with this recommendation provided that

the Foreign Secretary agrees with it having regard

to the wider issues which affect China and the

problems of Hong Kong generally. He has asked

for specific confirmation from the Foreign Office

on this point.
