15. Of the remainder for whom an increase is

proposed, Swaziland, the Seychelles, St. Helena and

two out of the three Western Pacific territories

are grant aided; British Honduras only emerged from

grant-in-aid in 1967 and its finances are still in a

precarious state, so clearly none of these can afford

to pay an increase. The political and economic

circumstances in Fiji, Gibraltar and the Falkland

Islands are such that we consider that the territories

should not be asked to pay an increase. All these

territories therefore fall squarely within the terms

of paragraph 2(i) of your letter 2-FD 488/1043/01B

of 27 February; and it would be for H.M. Government

to pay the difference if you were to agree that the

changes proposed in these Governors' salaries were

merited.

If you were to wish us to justify the mathematics

to you even more fully, my colleagues and I would be

happy to attend upon you. But if you are satisfied

with them, I hope that you will feel able give your

early approval.

17. As to the effective date, I suggest that it should

be 13 December 1967, the date of the letter in which

I first put to you proposals for a fundamental review

of Governors' emoluments.
