Governors' Emoluments

After much preparatory study by the Economists' Department and within Commonwealth Financial Policy Department, I have prepared the attached draft to the Treasury which is, I hope, self-explanatory.

2. I should be grateful for your very early concurrence or comments. I should be particularly grateful if Mr. Wright would confirm that I have adequately presented his econometric calculations and would check the arithmetic.

As soon as I have received your clearance or comments, I propose to submit the draft, amended if necessary to take account of your views, direct to Sir A. Galsworthy for final approval.

4. Not only on the grounds of general equity but also because of compelling urgency in the cases of Fiji and the Western Pacific, I hope that you will be good enough to let me have your views very soon.
