7. I now turn to the differential between the

Governor and the highest paid member of his staff.

This is susceptible of direct assessment and is

clearly visible locally. That there should be an

adequate differential is manifestly of overriding

importance to status and morale; and there is, I

submit, a very strong case for uniformity of differential

on a percentage basis, of course, and not on an

absolute basis. Table C sets out the present

differentials. These are self-evidently unsatisfactory,

partly for their lack of uniformity and particularly

in the cases of the Western Pacific and Fiji where,

as

a result of the latest 0.S.A.S. "Notional grossed-

actually up" technique, the Governor is worsé off than some

of his subordinates.

8. In an endeavour to find a rational and justifiable

basis for calcula ting a proper differential, I have

gone back to 4938, the latest year when the Colonial

Service existed on what might be described as a

normal basis. I have taken the mean differential

which then applied and have related it to the

Responsibility/G.N.P. Scale which appears as Table B.

I believe that this approach is justified in so far

as the combined existence of Staff Associations and

0.S.A.S. has enabled the salaries of subordinate

staffs in colonies to keep at least partly in pàce

with events in a way which the Governor's salary has
