HOLDING HER MAJESTY'S COMMISSION: PROC DURE
Governors, etc.
Under present arrangements the Personal Files of Governors, Hor Majesty's Commissioners and High Commissioners are brought-up nine months before the end of their term of office to the section in the länistry of Overseas Development rou onsible for Governors' appointments. The files are then sent forward to the appropriate Colonial Office Geographical Department for consideration us to whether an interregnum between the departure of the out-going Governor and the arrival of his successor can be permitted. At this stage, a decision is normally made regarding the appointment of a successor or, alternatively, an extension of the term of the existing Governor. If the latter is decided upon, the Governor is approached semi-officially (usually at Fermanent Under Secretary level) about his willingness to serve on, and if he agrees, a somi-official letter is sent to the Palace seeking Her Majesty's approval
to the proposed extension. This letter gives reasons for the proposed extension
When approval is and where possible, a definite commencing date and period. received the Governor is so informed (normally by telegram if in his territory) and he is told that he may, should he wish, make a suitable local announcement, the content of which should be made known to the Colonial Office beforehand in case of Tress enquiries. There is normally no announcement in this country. The Governor's Commission is not affected in any way.
Administrators
Procedure in the case of extensions of Administrators has not, hitherto, been laid down. It has now been decided that where an administrator holds The queen's Commission, action will be taken similar to that in rospect of Governors, except that responsibility for initiating action will rest with the O.D.M. General Section which deals with the territory in which the addinistrator is serving. For this purpose it should be ensured, at the time of completion of the appoint- ment, and where this is on contract terms, that the Personal file is noted to be brought up without fail nine months before the term of office is due to expire.
In the case of a permanent and pensionable ..dministrator the bring-up date should be nine months before the normal age of retirement for the Terrkary concerned. ..tes may require amendment if an ..dministrator is transferred.
If an duinistrator does not hold a Commission, there is no need to refer to the Palace when the question of an extension is under consideration,
