BRIEF FOR FIVE POWER TALKS
You asked me on the phone to send you a draft of Brief No.22 on Hong Kong.
2. This is attached. We will of course look at it again after the meeting of the Ministerial Committee on (I understand) 23rd or 24th May.
3. But subject to this, I should be grateful for Foreign Office clearance.
4. A copy goes to Gaminara, to whom I should explain that the Five Power talks on 10th and 11th June, to discuss future defence arrangements in the Malaysia/Singapore area, involve us, Australia, New Zealand, Malaysia and Singapore. The Defence Secretary and the Commonwealth Secretary will be going. A brief on Hong Kong is to be provided, not because this might come up in the talks themselves because there might be some conversation in the corridors.
