Preparation of Briefs
Inclosed is a copy of a note C.F.M. (68) 1 about briefing for the
forthcoming meeting of the Commonwealth Finance Ministers.
A copy of
page 1 of brief C.F.M. (67) 5 is attached to illustrate the form and
heading of briefs. The whole of C.F.M. (67) 5 is available for
reference if necessary.

Agenda Briefs:
This year these fall to the Treasury and Ministry of Overseas
Development.
3.
Defensive Briefs:
Brief No. 12 "Commonwealth Financial Meetings for 1969" will fall
to C.F.P.D.
4.
Biographies:
The co-ordination of personality briefs for Brief No. 13 in the
C.F.M. (62) series will be undertaken by this Department. Posts are being
asked to supply details of delegations and biographies (where these are
not already in London).
5.
Country Notes:
When completed these should be sent direct to the Treasury Committee
Section by 30 August. It is recommended that Departments should keep a
sufficient number of the briefs that they prepare over and above the
50 copies to be sent to the Treasury Committee Section, for their own use
and for circulation within the Commonwealth Office.
6.
Attention is drawn to the note against item 14 of annex B of
C.F.M. (68) 1. The restriction to a single page may not be practicable
where there are important complicated issues on which the delegation will
need briefing, but all that is possible should be done by way of compression.
