have insisted that we give Mr. Luns another temporising

reply which makes no reference to Air France or reduction

of other earriers' frequencies.

3. After consultation with the Secretary of State Lord

Chalfont spoke to Mr. Dell at the Board of Trade on

28 August and informed him that we would again stall if the

question were raised, but that the Secretary of State would

wish to pursue the matter with the President after Mr.

Iuns' visit. Mr. Dell tok note of the point and undertook

to report the conversation. Fe cannot therefore be any

more fortreoning with Mr. Lunes until agreement has been

reached at Ministerial level.
