Taper for APAG on 'Long Run Trends in Asia and

Their Implications for NATU Countries

As you know, we traditionally attend and put in an advance paper for the Atlantic Policy Advisory Group, the assembly of planners from all but a couple of the NATO countries which meats on an informal wasis twice a year.

2. The next mox tiny, is in the Netherlands on 8-12 October and the theme is 'Long, Run Trends in Asia and Their Implications for NATO Countries'. Since this wide topic fell outside the scope of any one department, the Flanning Staff prepared a paper on which departments in the Foreign and Commonwealth Offices (and Mr. Wilford in Washington) commented. You may care to see the attached copy of the final version, as sent to UKDEL HATO for distribution to APAG participants. As a long ran, e paper, intended to help stimulate discussion, it inevitably asks more questions than it answers but we have tried not to make it simply a succession of question marks.

3. I am sending copies of this minute and the paper to Sir M. James in the Commonwealth Office and to those Deputy and Assistant Under-Secretaries in both offices whose departments were consulted in the preparation of the paper. Those departments are receiving copies of it direct from the Planning Staff.
