I enclose in duplicate notes on two matters affecting
personal liberty that may be raised in relation to Hong
Kong.
A petition to Parliament from the Reform Club of
Hong Kong about the Public Order Ordinance vas tabled on
12 December, and we think it very likely that
Mr. John kenkin, kember for Glasgow - Govan, will take
this opportunity to refer to it.
