Visit by Lord Shepherd and Mr. Morgan to
Canberra and Fiii

As you know, Lord Shepherd and Mr. Morgan will, in all probability, be going out to Fiji in the middle of next month to try and resolve the OSAS problem which has arisen there. Prior to their arrival in Fiji Lord Shepherd and Mr. Morgen will/attend an ECAFE meeting in Canberra where they will also, without doubt, have discussions with Australian Ministers on Pacific matters. Subsequent to the Fiji visit Mr. Morgan alone will go on to Honiara. Mr. Maurice Smith of 0.D.M. will be joining Lord Shepherd and Mr. Morgan in Fiji for the Fiji visit only.

This minute is concerned with the briefing that will be required for these visits.
3. The principal briefs that will be required will clearly be those dealing with the OSAS problem. They will need to be prepared in close consultation with 0.D.M. and will need to be fairly detailed. They will need to be submitted to Mr. Morgan in draft for approval. Briefs under this heading are:
Fiji
(1)/OSIS
background; agreed proposals; degree of flexibility; line with staff.
(2) Western Pacific
OSAS
background; line with staff including report on Fiji position and reference to deferred compensation schome.
4. For the visit to Canberra Mr. Morgan hopes to arrange for a meeting between Lord Shepherd and the Australian Ministers of External Affairs and Territories. The expectation is that this would be a short meeting in which Lord Shepherd would not need to go into details on a wide range of subjects; it would however be followed by a more extensive moeting between Mr. Morgan and appropriate Australian officials as a follow-up to earlier discussions at official level on Pacific matters. The briefs required, which will also need to be submitted to Mr. Morgan in draft, are as follows:-

(3) Brief for Lord Shepherd for meeting with Australian Ministers;
to cover the purpose of his visit to Fiji; prospects of political and constitutional evolution in Fiji; and a reaffirmation of Mr. Lee's assurances as regards our continuing concern for the Pacific and willingness and ability to fulfil our responsibilities in our Pacific territories. This brief should include Speaking Notes for Lord Shepherd on the above subjects.

A fuller brief on general Pacific problems for Mr. Morgan for the
mooting at official level. This should cover in more detail our future role in the Pacific and such matters as four and five-power meetings, further development of the South Pacific Commission; and other initiatives of a general Pacific interest exchanges of information with other metropolitan powers; University of the South Pacific; Consular arrangements, Development team, etc.
The line to be taken in the above two briefs have already been discussed with Mr. Morgan and Mr. Minnitths thon in land.
