Note by Lord Shepherd on his visit to Hong Kong.

EXTRA C T.

14. Legislative and Executive Councils.

Many unofficial members of the Legislative and Executive

Councils complain that they are not properly consulted by the

Administration. This is denied by the Administration and the

truth is difficult to uncover. But what is clear is that many

unofficial members would like to be associated more closely unoff

with specific subjects of government.

This is something else

which I am having explored. What is more pressing is the need to

replace some of the existing members, as their term of office

expires, by members found from outside the business community

if this is possible.
