Sir,

I have the honour to inform you that I have appointed Mr HERBERT JOHN CHARLES BROWNE, J.P. provisionally and subject to Her Majesty's pleasure, to be an Unofficial Member of the Legislative Council with effect from 10th May 1968, in the vacancy caused by the resignation of the Honourable J. Dickson LEACH, 0.B.E., J.P., prior to his retirement from Hong Kong.

Mr Leach was the representative of the Unofficial Justices of the Peace and, in accordance with normal practice, the Unofficial Justices were invited to submit nominations for appointment. Two nominations were received and the customary election was conducted. At this election, held on 6th May, Mr BROWNE was chosen by 97 votes to 70, a majority of 27 over the other candidate, a Mr P.A.L. Vine.

Mr Browne, Chairman and Managing Director of the old-established firm of Butterfield and Swire, is a Justice of the Peace and has served as a member of the Public Services Commission.

Copies of the Instrument of Appointment in respect of Mr Browne and of the Gazette Notice promulgating his appointment are attached.
