has already served provisionally on a number of occasions. He is, of course, fully acceptable.

Another Unofficial, who is leaving Hong Kong in May this year is Dickson LEACH, the Unofficial JP's representative. In accordance with precedent, the Justices have been asked to suggest a successor. They will probably nominate either BROWNE of Butterfield and Swire's or VINE a solicitor. Either would be acceptable; and I propose that, as usual, whoever is nominated be appointed.

This leaves first, YK KAN, whom I want to stay on very much as an outspoken and I hope effective leader of the Unofficials. After him comes FUNG Hon-chu, who is just worth leaving on for another tour as a representative of the Cantonese industrialists; TSE Yu-chuen who, again, is just worth leaving on largely because I have so far been quite unable to find another suitable representative, acceptable to all, in the Kaifong/Chinese voluntary organizations field; KA WATSON who is useful as an outspoken member with strong individual opinions; PC WOO, who, in spite of his unsuitability for permanent Executive Council appointment, is still an active and useful Legislative Council member; and Mrs. Ellen LI who is still the best woman I can find for appointment.

We are left therefore with three vacant places to fill: those of RUTTONJEE, FS LI and PY TANG. The only serious possibilities are Dr. SY CHUNG; QW LEE; LI Fook-wo; TK ANN and Wilson WANG, SY CHUNG has filled temporary vacancies on a number of occasions. As an industrialist and something of an expert in management methods, productivity, etc., his specialised knowledge has proved very useful and I think he should certainly have the first vacancy. QW LEE and LI Fook-wo are both exceptionally able men of proven balance and common sense and they would certainly be very acceptable to senior Chinese opinion. This is important, bearing in mind my need to restore a measure of harmony amongst them. Against them is that they are both bankers, giving an excess of bankers on the Council, and are both members of the Public Services Commission, from which they would have to retire if they came on Legislative Council: leaving that body very short at a time when Hartwell is going on leave.
