appointed substantively for a period of one year from 1st July 1968 and that Mr. G.7. kowe, who is to be appointed as Director of Social · Wolfare upon his roturn from vacation loave, be similarly appointed for a period of one year from 1st July 1968. Panding Mr. Rowa's return, I intend that Mr. Clark shall continue to fill the vacancy on a provisional basis.

Mr. Dhun J. Ruttonjee, the senior Unofficial, Member of the Legislative Counoil, does not desire re-appointment and I recommend that in his place Dr. CHUNG Sɛe-yuon, who has previously served as provisional member of the Council on a number of occasions, be appointed for a period of two years with effect from 1st July 1968.

Mr. TANG Ping-yuan does not desire re-appointment. In his place I recommend the appointment for a period of two years of Mr. Wilson WANG Tze-sam, who has previously served as a provisional member of the Council on two occasions.

The term of office of Mr. G.R. Ross, nominated for appoint- ment by the Hong Kong General Chamber of Commerce, expires on 30th June 1968. The Chamber of Commerce has proposed the appointment in his place of Mr. H.A.R. Herrios, who has previously served on the Council in a provisional capacity on two occasions. I accordingly recommend' that Mr. Herries be appointed to the Council for a period of one year with effect from 1st July 1968.

Mr. J. Dickson Leach, the nominee of the Unofficial Justices of the Peace, has recently left the Colony on retirement. The Unofficial Justices of the Peace have, after a contested election, nominated Mr. H.J.C. Browne to succeed him and I have already appointed him on a provisional basis to fill the vacancy caused by Mr. Dickson Leach's retirement for the balance of the period of his appointment expiring on 30th June 1968, (my despatch No. 688 refers).

I now recommend that Mr. Browne be appointed to the Council for a period of two years with effect from lat July 1968.

In the cases of lir. KAN Yuet-keung, Hr. FUNG Hon-chu, Mr. TSE Yu-chuen, Mr. K.A. Watson, Mr. WCO Pak-chuen and Mrs. Ellon LI Shu-pui, I recommend that they be re-appointed for a further period of two years.

14.

The term of office of Mr. LI Fook-shu is not due to expire until 30th June 1969. However, Mr LI wishes to resign from the Council for health reasons, with effoot from 30th June 1968. In his place I recommend the appointment for a period of two years of Kr. LEE Quo-wei. Mr. LLE is the deputy manager of the Hang Song Bank and an Unofficial Justics of the Peace. He has served on the Public Services Commission.
