Sir,
I have the honour to inform you that I have appointed Mr ANN Tse-kai provisionally and subject to Her Majesty's pleasure, to be an Unofficial Member of the Legislative Council with effect from 1st July 1963 during the absence from the Colony of Mr Fung Hon-chu who has been re-appointed to the Council from 1st July for two years.

Mr Ann's previous appointment referred to in your Despatch No. HNB 1/3 dated June 1968 expired on 23rd June following the retum of Mr. P.Y. Tang.

Copies of the Instrument of Appointment in respect of Mr Ann and of the Gazette Notice promulgating his appointment are attached.
