I have the honour to refer to the Acting Governor's despatch No. 727 of 16 May, Your Excellency's despatch No. 119 of 15 July and my reply of 2 August.

2. The petitions to the Queen have now been laid before Her Majesty who has noted the petitioners views and will take them into consideration when a decision is made. in reaching a decision Her Majesty will have the wishes, interests and well-being of Hong Kong and its people in mind. I should be grateful if the petitioners could be informed accordingly.
