THE architect for a new primary school built for the Wanchai Kai-Fong Welfare Association at Morrison Hill, Hong Kong, was faced with two major problems one to fit all the required accommodation plus playing space into a fan-shaped site of 21,590 sq. ft. and the other to convince Government that his unconventional solution was also an economical one.
As a Government-aided project, the school plans and estimates needed the approval of the Education Department before work could be put in hand. Having produced his design for a school of 24 classrooms, administration rooms, music room, basketball court and other play areas on the site virgin land that was once part of the rocky mount of Morrison Hill - the architect then prepared a cost and planning analysis for the department's consideration.
Due to the site location, soil form- ation and topography, the compari- son of this scheme with structures on other sites would not be valid. The
