THE AREA DESIGNATED AS COMPREHENSIVE DEVELOPMENT AREA IN THE CENTRAL DISTRICTS OF THE CITY OF VICTORIA COMPRISES ALL THE CENTRAL RECLAMATION LANDS TOGETHER WITH THE ROYAL HAVY AND THE WAR DEPARTMENT RELEASED LANDS.

THE LAYOUT OF THE AREA IS TO BE PREPARED IN DETAIL; A PEDESTRIAN DECK IS TO BE ESTABLISHED AT APPROXIMATELY 19 FT. ABOVE GROUND LEVEL, GROUND

LEVEL AND AN INTERMEDIATE LEVEL OF ABOUT 9 FT ARE TO BE USED GENERALLY FOR CAR PARKING AND THE SERVICING OF BUILDINGS; BUILDINGS ERECTED WITHIN THE DOCKYARD AREA ARE TO BE LOCATED GENERALLY AS SHOWN ON THE LAYOUT AND ARE TO EXTEND TO A HEIGHT ABOVE THE PEDESTRIAN DECK REPRESENTED BY THE NUMBER OF STOREYS MARKED ON THE DETAILED PLANS; SUCH BUILDINGS ARE TO BE USED FOR COMMERCIAL AND RESIDENTIAL PURPOSES AND TO FORM A MAJOR EXTENSION OF THE BUSINESS,CULTURAL AND ENTERTAINMENT FACILITIES OF THE CITY.
