A three-storeyed welfare centre is plan- ned in a central position at the inter- mediate level, easily accessible to vehicular traffic.
Public markets and shops already exist in the near vicinity, which would serve the requirements of the persons accom- modated on the new site. Several shops have, however, been included in the de- velopment scheme and certain portions of
the ground for this purpose in addition, if required.

CONSTRUCTION
All buildings will be of reinforced con crete frame construction with reinforced concrete floors. The party walls between each pair of flats will be reinforced con- crete spine walks, about 8 inches thick on the lower floors and 5 inches thick on the upper Hoors.
This method of construction provides adequate resistance against forces imposed by wind pressure on tall build- ings. The external walls and internal par- titions will be of hollow precast concrete blocks. Wall surfaces will be plastered but not ceilings. The exterior will be

painted with coloured 'Snowcem ", while interiors will be colour-washed throughout. Steel windows will be fitted.
Water points in each flat will be sup- plied to the kitchen sink, the shower and to an outlet on the balcony for filling buckets. The Water Authority will be unable to supply sufficient head om the mains supply to serve the upper levels of the site; provision has, therefore, been made to supply storage tanks situated on roofs or on the billside above roof level.
Water for Hushing is not available in the quantity required. A certain amount will be collected from the nullalı during the wet season and this will require to be pumped to a higher level to provide the necessary pressure. During the dry season, this supply will have to be sup- plemented by mains water.

At this time, it is estimated that site formation work will take 6 months to complete, and building construction further 12 months. Owing to the difficulty of the former, however, it is not anticipat- ed that the flats will be ready for occupas tion until the autumn of 1957-
It is difficult in a project of this na- ture to give accurate final costs, but the buildings are expected to absorb almost $7,000,000, while the site formation alone is по estimate! at АП additional $700,000.
