the site require to be carefully trained to be carried under roads and buildings and through retaining walls.

A grant has been made from the Colonial Development and Welfare Fund to cover the cost of site formation. For the purpose of arriving at a cost for this part of the work, it has been taken to include all site excavation, retaining walls, alterations to existing nullahs, new nullahs, access paths and steps, and that part of the ap- proach road situated upon the actual building site. The cost of extra depth of foundations has also been included, where it is required to carry these down below normal to solid ground.

APPROACH ROAD AND ACCESS

A road up to the buildings on the site is required by the contractors during con- struction and, upon completion, by sani- tary lorries and other vehicular traffic. The 125 feet level was thought to be the most desirable for a central distribution and collection point and the road will end here. An approach road is proposed be- tween Victoria Road and the site, and no unusual amount of excavation will be required for this. A large turning space is provided at the upper level.

In spite of the considerable difference in levels, the majority of traffic will be pedestrian and wide flights of steps will be provided for this purpose leading up from Cadogan Street. Other steps within the site will connect the various levels.

BUILDINGS

The scheme consists of five multi-storey- ed blocks of flats (A, B, C, D & E). The blocks will vary in height, with an aver- age of ten storeys. Eight lifts of a simple type will be installed, and these will have stops at every third floor; the intermediate floors will thus be only one floor's walk up or down.

The accommodation provided in this project consists of flats for families of 6, 8 and to persons. The flats will contain the most basic type of accommodation com- prising a living sleeping room with a floor area of 35 square feet for each occupant.

This allows for maximum Cross ventilation and also provides a very simi- ple and direct method of construction that can be erected at minimum cost.

The flats have been planned for the ac- commodation of working class people; for this reason it was necessary to keep to minimum standards so that rentals may be brought within the means of the oc- cupants. At this stage, the Housing Au- thority is naturally unwilling to commit itself regarding the rentals to be charged until the final costs are known. They will, of course, vary with the size of the flat, and it is anticipated that the rent charged for a 6-person flat will be in the neighbourhood of $63 per month, and the monthly rents for the 8 and 10 person flats will be these rents will be exclusive of rates and $72 and $88 respectively:
