TSUN WAN PLANNED FOR
POPULATION OF 640,000
THE GROWTH of Tsun Wan
within the next fifteen years into a self-contained satellite town with a population of around 640,000 people is envisaged in the Hong Kong Town Planning Board's out- line development plan for the area.
Main works involved in the new planning are:
1 The reclamation of the two bays of Tsun Wan and Kwai Chung.
2 The terracing of adjoining hillsides to provide fill for the re- clamations and to form land suitable for development.
3 The improvement of existing and the provision of new lines of communication by sea.
The Board discovered during its investigations that since 1946 the expansion of industry in Tsun Wan had outpaced provision of housing to such a degree that too many work- ers had each day to travel from and back to Kowloon. To meet this they have set aside considerable areas of reclaimed land for housing so that workers will be able to live within walking distance of their work. The north-east part of Tsing Yi island is also looked to for housing.
The outline plan shows provision of 15 residential areas, covering a total area of 1,706 acres, as well as three central zones covering 89 acres located at the focal points of the three major development areas of the town: at Tsun Wan, Kwai Chung and Tsing Yi.
The Board proposes that compre- hensive schemes be prepared for the three central zones, including three- dimensional control. car-parking. and segregation of vehicular and pedestrian traffic.
The outline plan provides for 15 industrial zones. covering 637 acres. This wide distribution is intended to reduce the problem of travelling to and from work.
Layout of roads within the area is dominated by Castle Peak Road and the proposed coastal road running

It is proposed that direct frontage access to these two roads should be restricted throughout their length. The plan provides for two major road bridges one in the south-east acress Lai Chi Kok Bay and the other crossing Rambler Channel to Tsing Yi Island.
The layout plan is on exhibition at the Crown Lands and Survey Office and in Government branch offices at Farm Road, Matahchung. Kowloon, and the District Office. Tsun Wan.
