wrought during the Japanese occupa- tion caused such an acute shortage of all types of accommodation, that even were the Colony to have pro- gressed only to the restoration of its immediate pre-war basis, it would have been difficult to obtain the office space needed.

However, with the rehabilitation of the Colony proceeding so rapidly and unexpectedly increasing to such an extent beyond its pre-war status, Government was soon compelled to rent office accommodation wherever available, and to make use of such of its own premises as could be tempor- arily built or rehabilitated. Thus the different branches of the Colony's ad- ministration were soon scattered over a very wide area causing considerable inconvenience to the public, and making the task of administration a formidable one.
