MENDMENTS to the Building

(Planning) Regulations 1956, published in a supplement to the Hong Kong Government Gazette on 21 September 1962 and entitled "Building (Planning (Amendment) No. 2) Regulations 1962" coming into force

19 October 1962, introduce a new method of calculat- ing density of building in the Colony and will have the effect generally of reducing the present high density.

In an explanatory note to the new regulations it is stated that there has been much criticism recently of the very high density of development permitted under the Building (Plan- ning) Regulations, 1956. It goes on:

"Densities of 10,000 or more per net acre are possible on corner sites fronting a strect that is 100 feet wide; densities of 6.000 to the acre

are common.

"Densities of this magnitude pose many problems and, even after al- lowance is made for the shortage of land in urban Hong Kong and Kowloon, it is now generally re- cognised that such intensity of development is undesirable on social, health and practical grounds.

"Hitherto, intensity of develop. ment has been controlled by volume, permissible height, and street width. On wide streets, the combination of volume and height can result in excessive densities. On the other hand, development of a large site fronting a

street has been unnecessarily inhibited in some cases.
