the one-way principle, the waterfront road being retained for two-day traffic.
The main roads involved in the recommended system are commented upon in the report as follows:

Queen's Road Central The pro spect of widening this road is slight, therefore the existing one-way traffic system should remain. As recom- mended it will serve as an inner ring road; every effect should be made. to prevent obstruction by standing vehicles in order to maintain free flow. More detailed consideration is required about the feasibility of railing the sides, the location and construction of pedestrian crossings (either bridges or subways) and the widening of footpaths at the expense of the carriage way.
Queen's Road East - Part of the proposed ring follows a section of this road and would be hampered by the tramway and crossing traffic from Garden Road. Vehicular over- passes are therefore recommended for this portion of the ring road.
Connaught Road --- This will be the most important route serving the needs of local-through and local traffic as well as a major through route across the city. Provision for this must be made, and its overall width should be sufficient to allow for a waiting lane and service road facing the existing development on the south side of the divided car- riageway and for footways.
Des Voeux Road -- Basically this is a tram route cutting lengthwise across the central area. It will be
most expensive, if not impossible. to improve and the present width must be accepted. It does not form part of the ring and west of Pedder Street will be used for local traffic only.
Garden Road It is recommend- ed that the lower part from the present lower Peak Tram Station should be used as
one-way route down. This, together with a new road further east following the line of the Albany Nullah, would form a suitable framework to bring the the heavy volume of traffic on to and out of the inner ring road of the city by means of two vehicular
overpasses.

This road is to be closed and replaced by a new road further east to run over the revised alignment of the Albany Nullah, this doubling land use and

Model shows the two fly-overs recommended in the druft outline plan for central Victoria: one at the junction of Queen's Road Central and Garden Road; and the other at the junction of Queen's Road East and a new road to be built parallel to Garden Road at the side of Murray Barracks for uphill traffic.
