The pedestrian deck in this area will be designed to enable ferry pas- sengers to circulate, unimpeded by traffic. to and from offices and shops and to the bus terminus which will occupy the ground floor of the new car park.

This deck will connect with a pro- menade along the roof of a public pier in this area and it is sug gested that it might in due course be extended across Connaught Road Central to give unimpeded pedestrian access to buildings in the area to the

west.

"One, and possibly the main, ob- jection to the scheme," says

the

report. "is the burden thrown on the pedestrian who has to walk up to the elevated pedestrian deck" and adds that the use of escalators are suitable points might be investigated.

But, it states, the area covered by the pedestrian deck is sufficiently comprehensive to make the effort involved in reaching it worthwhile. It concludes:

"It will be appreciated that this proposal is a long term one designed to enable the segregation of pede- strian and vehicular traffic when this becomes necessary.

"It is anticipated that for some years after the construction of the

new

bus station and multi-storey car park completion might be dif ficult to achieve and possibly not essential and provision is made in the plan for pedestrians, particularly those from the west, to enter the bus terminus at ground level.

"By the time the overhead con- nections from the south side of Connaught Road and over the ve hicular ferry exit (a new pedestrian bridge will be required here) are complete, it is probable that traffic density, both pedestrian and vehicu- lar. will be such as to demand full segregation. The flexible nature of the plan enables this to be introduced when required.”

The second pedestrian precinct will be in the Dockyard area and will be established at about 19 feet above street level. The street level
