The site of the City Hall and Star Ferry Concourse is situated on the Central Reclamation, and is bound- ed by Connaught Road, Central to the south, the Royal Naval Dockyard to the East and the sea to the north and west. The western sea wall will eventually be lost when the future reclamation is carried out.

first three being contained in an L- shaped three-storey building con- nected to the High Block by the theatre dressing rooms and air-con- ditioning plant room on Connaught Road, and on the north and west by a colonnade with a first floor level open promenade over. The disposi- tion and massing of the various units have been arranged to provide an interesting and balanced composi- tion, and they also form a quiet, en- closed court which has been used as the area for the garden.
The Central Block will house the main entrance foyer on the ground floor, the ballroom on the first floor, and the banquet hall on the second floor. The facade to the sea will be in the form of a glass screen passing through the two upper floors. so commanding an uninterrupted view of the harbour. At night this screen will be seen as a blaze of light, revealing the interior of the building to passengers approaching the new Star Ferry Pier.
The west elevation of the Central Block overlooks the Memorial Gar- den and is composed of a granite faced wall on which there is a pat- tern of small circular bronze win- dows alternating with tall, narrow ones. At night these windows will ap- pear as small twinkling lights, con- trasting with the large glazed screen
